Justin Ross serves as Chief Operating Officer and Head of Engineering at Pennsylvania Data Center Partners, where he leads day-to-day operations and oversees the full lifecycle of engineering and development for the company’s hyperscale data center campuses. A seasoned civil engineer, strategic leader, and collaborative partner, Justin brings over two decades of experience in site/civil engineering, land development, and municipal infrastructure to his role. His deep technical expertise and operational vision are central to the company’s mission of delivering next-generation campuses that meet the powered land demands of generative AI and hyperscale computing.

As a co-founder and principal of LIVIC Civil, Justin has helped shape a firm known for its technical excellence and people-first leadership. Under his guidance, LIVIC has grown rapidly, earning recognition as one of the top Mid-Atlantic design firms by Engineering News-Record in under a decade.

Justin began his career as a designer, progressing through every level of project delivery. This hands-on experience—spanning drafting, engineering, stakeholder negotiation, and executive management—gives him a comprehensive perspective on what drives project success. He is known for his ability to build lasting relationships, navigate complex regulatory environments, and ensure that project outcomes align with both client goals and community values.

Before launching LIVIC Civil in 2017, Justin served as a Project Manager and Office Lead at a large national engineering firm, where he led multidisciplinary projects for national retail developers, utility companies, and clients across sectors such as healthcare, education, transportation, and manufacturing. His diverse project portfolio includes large-scale renewable energy developments (wind, solar, natural gas), Honda’s first CNG fueling stations in North America, and expansive infrastructure improvements across the Eastern U.S.

A licensed Professional Engineer in Pennsylvania and 10 other states, Justin holds a B.S. in Civil Engineering from Penn State University (magna cum laude) and an M.S. in Civil Engineering from the University of Delaware (cum laude), where he conducted NSF-funded research at the Center for Innovative Bridge Design.

Justin is also deeply committed to regional economic development. He actively serves in leadership roles with DRIVE Economic Development and FOCUS Central PA, supporting efforts to attract business and industry to Central Pennsylvania.
