Andrew Giorgione is a respected attorney, government affairs strategist, and business advisor with more than three decades of experience. He has a proven track record of navigating complex regulatory frameworks, securing public and private funding, and advancing mission-critical infrastructure projects. As General Counsel and Head of Government Affairs at Pennsylvania Data Center Partners, he oversees all legal strategy and government and regulatory compliance.

A co-founder of One+ Strategies and One Law, Andrew has a reputation for balancing legal precision with pragmatic strategy—serving clients across sectors such as infrastructure, gaming, real estate, municipal finance and public-private partnerships. His strategic insight and legislative fluency have made him a trusted advisor to corporate leaders, nonprofit organizations and elected officials in Pennsylvania and beyond.

Before co-founding One+ Strategies, Andrew spent 17 years as a shareholder at Buchanan Ingersoll & Rooney PC, one of the nation's premier law and lobbying firms. There, he played a central role in shaping state and federal policy, advising on legislative strategy, and facilitating high-impact infrastructure and economic development initiatives. His work has consistently bridged public and private interests to unlock opportunity and drive growth.

Appointed by the Supreme Court of Pennsylvania in 2023, Andrew serves on the Commonwealth’s Disciplinary Board, where he upholds the highest ethical standards within the legal profession. This role underscores his commitment to integrity and professional accountability.

A Penn State graduate with a B.S. in Marketing and a J.D. from Widener University Commonwealth Law School, Andrew has also demonstrated deep civic and philanthropic engagement. He serves on the board of PledgeIt, as President of the board of Bishop McDevitt High School.  He also serves on the finance committee for America250pa.org where he has helped raise millions for the 2026 celebration of the founding of the United States.  He has served as former President of the American Cancer Society Capitol Region and Susquehanna Art Museum, where he led the development of its new museum facility.   

Andrew was recently named to the Power List for Lobbyists by the Central Pennsylvania Business Journal and was previously named to City & State’s Top 50 Over 50 in Pennsylvania and The Power 30 for Law & Lobbying by the Central Pennsylvania Business Journal.
